End of Session Legislative Update
Join us for the Chamber's End of Session Legislative Update, where our elected officials will provide a comprehensive recap of the 2025 legislative session. As the session draws to a close, legislators will share insights into their key accomplishments, discuss the status of state budget negotiations, and highlight the most impactful bills and policies that were addressed.
All elected officials from Arizona State Congress Legislative District 13 will be in attendance, including Senator JD Mesnard, Representative Julie Willoughby, and Representative Jeff Weninger
Meet Senator J.D. Mesnard
J.D. Mesnard is in his fourth term as state senator, representing District 13 (Chandler, Gilbert, and Sun Lakes). He previously served in the State House of Representatives for eight years, becoming Speaker of the House in his last term.
J.D. is a husband, father, small business owner, investor and consultant, and has always sought to be an active participant at all levels of the community. He works with charities, churches and non-profits, and is adjunct faculty at Arizona State University, Chandler Gilbert Community College, and Mesa Community College, where he has taught courses in political science for nearly two decades.
Meet Representative Jeff Weninger
Jeff Weninger is a small business owner and Republican member of the Arizona House of Representatives serving Legislative District 13 in Chandler, Gilbert, and Sun Lakes. He also serves as Chairman of the House Commerce Committee.
Meet Representative Julie Willoughby
Willoughby represents Legislative District 13 which is comprised of Chandler, Gilbert, and Sun Lakes. Julie is a registered nurse with experience in various areas of healthcare and healthcare leadership with a large portion of her career dedicated to trauma emergency medicine. Leading and advocating throughout her career spurred a desire to engage in the civic process and ultimately lead her to the path of becoming an Arizona State Representative.
A graduate of both Arizona’s community college program through Gateway Community College and university program through Arizona State University, Julie holds her Master of Science in Nursing with an emphasis on Leadership and Management. Additionally, she has obtained various advanced nursing certificates to further her skills and dedication to the field of nursing.
Julie is using her time as a Representative to work on local and statewide issues. Originally appointed in May of 2023, Julie has gone on to be re-elected to the 57th Legislature as well as being elected by her peers to the position of Majority Whip.
